EVERYONE who works pays federal and state income taxes. SOME people make so little that their tax credits offset this amount and those people get a check back at the end of the year.
You have to file a tax return to get your deducted taxes back.

If you get a tax return of more than you paid in for the year, you don’t pay Federal Taxes.
It has 0 to do with what you pay during the year through pay roll, it is based on your yearly income tax/return.
Edit: that does not include credits, say if your paid in 3000.00 and on your taxes you get a total of 3020.00 credits and your return is 20.00 returned to you, You didnt pay taxes, that is technically someone else who did, money being given to you.

I won’t pretend to understand it but…I am a small business owner and in 2009 I did not pay anything in Federal taxes…Zip Zero Nada…but because I had a wife at home with a new baby the Government GAVE me $4900.00. Something to do with earned income credit?
Anyway…my wife went to work 40 hours a week starting in May 2009, yes she did pay some into Fed over the next 7 months but again, I paid in ZERO…and the Fed gave us $2300.00.

You have to consider the source when you hear some of these sayings. More people than 50% pay income tax. There are a lot of loopholes in corporate taxes where GE didn’t have to pay a tax in their annual filing, but I am sure they paid their payroll taxes and employment taxes. You have the poor receiving credits like the EIC that could possibly eliminate any tax they have to pay depending on how much they made. During the year anyone with a job or earns income pays taxes each week or each quarter through withholding or employment taxes. The difference is how these tax payers manipulate the tax code to their advantage in their annual filings. In the end, taxes are being paid.

Actually the number is 47%, and did you ever hear of the EIC, Earned Income Credit?
EIC, yes you do pay taxes through the year, but you get it all back and then some come tax time, effectively making it so you have paid no taxes.

It would be truer to say 47% of those filing returns did not have to pay income tax. The reason is that their income is very low for the size of their families. As a result, they are entitled to various deductions and credits.
Income tax withheld from your pay is not the same as actually owing tax at the end of the year. At that point you can file a return to get it all back if you qualify.
However, all workers do pay social security and medicare which pays for one of the largest segments of the budget. Everyone pays the same rate, except there is a maximum at $106,000 income.
